CPanel Error

I have an X10 hosting account for TELVIOR.COM. If i connect to the CPanel using HTTP://WWW.TELVIOR.COM:2082/ it will usually work. But whenever i use it in a network that has a proxy, it will say "The server has refused the connection". Does anyone know how to resolve this? Is it possible to use something else besides CPanel through X10?
