What error message are you getting? Does the login page work or does it just not load whatsoever?

Try the non-SSL version: http://boru.x10hosting.com:2082

If that still doesn't work, an ISP/firewall might be blocking access to those ports. Try using a proxy service like http://www.hidemyass.com/

The cpanel login page does not load well. I have try the non-SSL version, it doesn't work too.
Only when I use proxy to access http://boru.x10hosting.com:2082
it work well.
