cpanel not accessible & my site is always loading too slow!

does the cpanel not accessible until now?? cause its almost 4weeks,i cant enter my cpanel for almost 4weeks..
then my site is always loading too slow & sometimes i can't connect in ftp via ftp client..

what the problem?
