cpanel not available

when I go to the panel (cpanel) at https: / / boru.x10hosting.com: 2083/login / returns me an error:
Error 102 (net:: ERR_CONNECTION_REFUSED):
How can I access my panel?

I have just tested cPanel on your server and it appears to work correctly. Please use: https://boru.x10hosting.com:2083/ to login (without the /login) and see if the issue is solved.

Please try accessing the cPanel through a proxy such as http://kproxy.com/
Alternatively, please try a different browser.
