CPanel on Stoli not functional?

on Google Chrome it gives me errors, Viewing it in opera its only showing the banner and the Notices box. It's been showing me that for the past 5 minutes, I just now alt+tabbed over and its showing the whole CPanel now.

Any ideas on why its acting so slow?
