Cpanel problem - can't upload file

I tried to upload an HTML file but keep on getting this error message:
FAILED! :The file you uploaded, xxxxxxxx.html, contains a virus so the upload was canceled: Can't create temporary directory ERROR

I scanned the file but it contains no virus.

Can you show me the internals of the html file on here? HTML is disabled on the forums so we'd be able to see the tags without them being converted to HTML

What is this file supposed to contain and what is it being used for?
