cPanel Problem

Hi, I am having a problem with creating email accounts in cPanel. When I attempt to add a new account I am notified that I have exceded the limit. I have no email accounts set up. Also the main page of cPanel shows me

Email Accounts 0/

with no 5 afterwards anymore.
The mailing lists are the same "0/"
