I'm on Stoli server and while cPanel login page loads normally, I can't get past it. I consistently get the "failure to login" error. I tried to access the FTP and it works.

It works fine for me at the moment.

The current server upgrades are causing intermittent problems.

Usually just waiting a bit & trying later is the best strategy. :)

Yesterday evening I noticed I couldnt log in to cPanel or FTP.
At first i wondered if i was getting the user/pass wrong, but im certain i am not. I can log in to account management & forums, but not using ftp or cPanel.

My account was suspended because i didnt use the Account Management and then after that (several days), although the website is back online now, the other Services wont work.

submitted ticket. how long do they usually take to resolve tickets?

I'm was right in the middle of doing some "tidying up" and ...oops... gone. Oh well, it'll be back soon enough....

My advice, being that they're patching a security issue, and updating the cPanel/apache on the free servers, I'd expect a few more small "bumps", but all is looking good. Be patient.
As far as support tickets... I'd HIGHLY recommend waiting AT LEAST 24 hours before submitting UNLESS otherwise instructed. Support has been SEVERELY overloaded with support tickets, that in most cases have RESOLVED THEMSELVES. So unless you find something in the forums stating to submit a ticket for YOUR current problem, please wait a minimum of 24 hours before submitting a ticket.

Our admins are aware of this, and have already posted that there will be some intermittent outages while our cPanel is updated and Apache is recompiled.

I've had cpanel login trouble for the past 12 hours maybe. Variously get "login failed" message, or invalid password. Got through successfully once (after several failures), but failed every time since then.

Should I assume it's just the current server work, or should I submit a ticket?

I'm still having this issue. cPanel login form persistently reports failure even though I can successfully log in to ftp.

Yep - same here. Nothing I really need to do in cpanel just now, so doesn't matter so much in my case.

I would comment that there's nothing in the news & announcements forum about this issue. It would be helpful to have something in there just to assure us that it's a known issue, why it might be happening - at least.
