"cPanel was unable to successfully log you in to phpMyAdmin"

I have been unable to log into phpMyAdmin for some time now. I receive the message above but still see a login page. After I enter my correct details it just goes to a white page and stops loading.

I have seen many threads here about this but none have info, only an admin coming and fixing it on a per account basis.

1) Can I have mine fixed please?
2) Perhaps this needs to be sorted at a higher level so other people aren't effected either?
