At this time, if you are in a country we cannot accept sign ups, and we cannot manually create an account to bypass said restrictions. The best I can recommend is to check back in the future to see if the restrictions for your region have been lifted, however we do not have a specified ETA for when the restricted list would be re-evaluated.

Actualy my network uses proxy, and i'm from us.

We have proxies blocked as well due to users from blacklisted countries using them to sign up for free hosting accounts in the past, then promptly using them to abuse the service. The best I can advise is if you're currently in the US, log onto the internet without using a proxy, then sign up if your country isn't in the blacklist (based on your original post, which traces to India, you would still be behind the blacklist).
