Cron jobs don't work.

The command is on lotus server:

wget -O - -q -t 1 http://www.news.gofantastic.x10hosting.com/cron.php

It runs every hour. It was working fine fews day ago but it doesn't now.
Haven't you permited local loopback, have you?

And i try to run cron by using this command every 5 minutes (for the purpose of testing):

/usr/bin/php /home/[username]/public_html/cron.php

but it doesn't too.
I wonder how to solve this problem.
