when I upload the new website files only the CSS file doesn't change it stays as the old file it will then change on the next day.

Browsers cache things like CSS files to try and speed up page loading; after uploading your css file clear the cache in your browser and it should show up instantly.

Right now it's waiting because, by default if I'm not mistaken, files have a 24hr cache on your browser before it goes to re-download the file.

Do you clear your browser's cache after you've uploaded your modified css file?
