Custom 404 pages

I know we aren't allowed to have it because x10 is earning money on the ads but what if we are allowed to costumize it? Like putting or own text and maybe some content but we let all x10 ads be there. It would be the same effect, x10 earning money.

Answer would still be no, since it'd create a lot more to check 404's manually.
