Database backup

I previously backed up my database in phpmyadmin, but now I need to use that backup to restore the db. However, it says that it cannot use the backup file because I do not have perms to use the CREATE DATABASE command, which is perfectly logical, but now leaves me up a creek.

How can I restore the db?

To create a new database, do it from cPanel not from phpMyAdmin; that'll let you make a new database.
