Database Error

Today I installed Wordpress via Cpanel and site won't open
because of "Error establishing database connection"
I checked wp-config - everything is ok

Is there any server maintenance?
Why there's no notification about that in forum?

The same problem with Joomla

the some problem that happen to me in forum de type mybb the database retour a 2 or 3 day beforewhat is the problem
and any solution?????????

changed hostname to "mysql-stoli.x10hosting.com" and everything is back to normal.
