What is the correct address of the mysql database server? Localhost is not responding.

It'll be localhost. If you are on one of the servers that have recently been transferred, then you may have to wait until the maintenance is finished or alternatively go into remote mysql in cPanel and enter int.fris.x10hosting.com if you have been moved to fris.

Try this to get MySQL working again:
Go to cPanel and click on Remote MySQL.
Add these to the allowed list:
int.fris.x10hosting.com
69.175.6.94
