x10hosting's free-hosting database SQL_HOST name ==> [ localhost ]

make sure file permissions are [ 644 ] and folder permissions are [ 755 ]

Also, make sure that any database and database user you have created have been made using the cPanel database wizard, otherwise you will not own it or have access to it. phpMyAdmin will allow you to create a database, but you will not be able to access it.
