Datbase down no access to control panel

For three days I have been unable to access my site (database failure) and my control panel (time-out)

Please tell me what is happening

I have not been able to work on the site for 3 weeks (internet service provider incompetence) so I haven't done anything that could mess it up.

I thought it was migration problems, but I find Chopin has not even started...

For not being able to access your cPanel, do you have any antivirus programs or firewalls that are blocking connections to port 2082 or to the Chopin server?
