DB on remote SQL

Hi I have a question. I know that everyone is getting pissed off with the repetitive post, but please take your time reading my post.

My account is on cossacks, but I run my database on a remote MySQL in another freehost. The thing is, everyone states that the issue is with PHP MyAdmin. But my account's database is not depending on x10's MySQL, so why is it that my site is included in the outage.

Is the issue really only resides with PHPMyAdmin, or in the cossacks server as a whole?
