I have uploaded files to my public_html folder but everytime I go on my site it shows the 'Default Web Site Page' for the cPanel.

Try going into your public_html directory and deleting the index file that is there now and then upload your own index file again.

It still isn't working, it redirects me to /cgi-sys/defaultwebpage.cgi everytime i try to load the site.

I just noticed you are on the Fris server. Staff is still trying to work out a few bugs on that server. Things should get back to normal soon. Sorry for the inconvenience.
