I was wondering how I can get my account deleted, I would like to make a new one because of the /home/
part, since you cant change it from /home/(name) to /home/(name) id just like to make a new 1

Horde and Roundcube are not working right now. You should be able to use Squirrelmail.

I think that should be possible but you will need to wait until your delete account request has been found and processed by staff. That usually does not take very long, but make sure your request has been completed before attempting new signup.
