DNS TTL

I created a new domain green.x10.bz and set the record A TTL to 60, but it still is 14400 on ns1.x10hosting.com which is authoritative.
Can you please help me?

BTW, when a DS query is sent for green.x10.bz the result is NXDOMAIN. This is incorrect, it should be NOERROR with empty answer section.
Can you please fix it?
