Im using phpbb 3 and thinking about installing a mod to allow video uploading where users convert their vid's into FLV.

• Server side conversion of uploads to FLV (as long as your webhost supports the tools required (ffmpeg/flvtool2/mencoder), or you can install them on your own server (i.e. you will need a dedicated server or VPS))

Not on free hosting you won't be able to.
1. It is a potential security risk as it would require that users are given higher privileges
2. It would not be fair on other users, the amount of processing time and power is just not available on a server that hosts hundreds of websites. It would very quickly bring a server down. Video encoding takes up vast amounts of system resources that are clearly not available.
3. With free hosting you don't have enough disk space to allow for any number of large video files.
If you want video encoding I would recommend you do as you have said, get a dedicated server or VPS, there really are no other options.

as a very ad hoc alternative, you could try and set up some script on your own computer to download the uploaded files from your site, process them on your own hardware, and then upload them again...
