Does a forum with a main purpose to share exams and discuss school violate the ToS?

I want to create a forum that will allow students to share previous tests that they have taken and discuss academics.

Every file on your site must have to do with the website you put up, we are not a file hosting service.

As per the ToS, it seems that it is allowed. I just want to confirm.

Discussing academics is fine, sharing exams probably less so -- exams are usually copyrighted by the professor/teacher who wrote them and you should only share them with others if that professor/teacher gives you explicit permission to do so.
