Does Anyone Know How People Made This Site?

That looks to be the Social Avatar software from Inferno Web Media; a word to the wise on it however. Their main site is currently not loading (or at least isn't for me), but do NOT attempt to get the software from anywhere else, as it's premium (paid) software, and the site will get suspended if a warez/unlicensed version is found on the account.
That having been said, if you were attempting to make one yourself (as in custom, rather than buying the script), that's better asked in the Scripts/Third-Party Apps section, as it's not something this forum section is normally meant for.
