before I had an account linked to the domain publicados.cl which will expire, create a new account but will not let me add that domain.

That domain is in use on another account. You should only have one account per person as per the Terms of Service. You need to login to the other account and remove that domain first. Due to privacy I can't give you any details of the other account.

It does exist, but it is suspended. You need to login to the account panel with the email address and password linked to the account, then unsuspend it, then login to cPanel and remove the domain. If its your main domain then you need to use the account panel to change the main domain to something else.
