Yes, go to your account panel and set up your main domain or cpanel to set up another (addon) domain.

Do you mean register a new domain? i.e your-website.com
If you already own it, then simply point to x10hosting's server (set DNS to ns1.x10hosting.com & ns2.x10hosting.com) and change it in the account panel http://x10hosting.com/panel.php?modifyaccount
If you don't own it, then you need to buy it at a registrar. sadly, x10 is not a registrar, so you must use an 3rd-party registrar to register it. I suggest http://www.easydns.com/ (proudly canadian :biggrin
