Down, connection refues (But CPanel works fine)

It's still doing it. I'll be editing some part of the forum, and I get this error..

...As is the generic error. Can someone PLEASE take a look at the actual server machine? I've been seeing a lot of posts around with problems with that server (Cossacks)..
