Downloading a file with php?

Im trying to make a uploading service thing, where users can see there own folders (User_Uploads/User/) and download/upload stuff to/from them.

Is it possible to download a file in the directry '/home/*username*/User_uploads/' with php?

ohhh, well its not public hosting, im just seeing if I can make a script that does that.
