Drupal lack of functionality

For some reason, if I try to add blocks to sidebars, or do anything else, drupal will not do anything despite my admin panel showing the blocks as active etc.

This worked on a previous host (left them due to being hacked) but not here. Is there anything that can be done to restore functionality?

Sorted itself out after a while. Maybe a slow server response etc.
