Drupal php.ini setting changes

Hello,

I found out I cant make php.ini changes, is there any way I can do the following for drupal

1) userprotect needed buffer output to be turned on php.ini

2) memory increased from 20 to 32

in the php.ini settings?

Php.ini settings are set for the whole server and not for individual accounts. The settings can not be changed by user request due to security reasons.
