email forwarder not working

I've set up many email forwarders with other accounts before and never had a problem. As you all know its a pretty straight forward process. Make sure you have an email account created in cpanel, then add the forwarder, where the only 2 things you have to enter is the account you want forwarded and the address you want it forwarded to. I did that and cpanel told me the forwarder was created successfully. Since then I have double and triple checked it in cpanel and everything seems right. But after trying to send several test emails over the course of three days, I'm still not receiving anything at the address I want the email forwarded to. I have also checked the spam folder for that address several times, nothing comes through. I'm kind of at a loss what to do to make this work. Everything seems correct.
