Email sending problem

Hello, I'm having a problem with sending and receiving email. I get an 'SMTP error' when trying to send using webmail, it doesn't elaborate on that.
If I use Windows live mail 2012 I get this error message:

The connection to the server has failed.
Subject 'a test message'
Server: 'level.x10hosting.com'
Windows Live Mail Error ID: 0x800CCC0E
Protocol: SMTP
Port: 465
Secure(SSL): Yes
Socket Error: 10013

If I send a message to the email address I get an error message like this returned to the sender:

This is an automatically generated Delivery Status Notification.

THIS IS A WARNING MESSAGE ONLY.

YOU DO NOT NEED TO RESEND YOUR MESSAGE.

Delivery to the following recipients has been delayed.

webmaster@mydomainname.org.uk

Is there likely to be a problem with the server or my set-up?
I've tried changing the settings to not use SSL with the same results. It's like the server is rejecting all connections, so what is going on? What do I need to do to prove where the source of the problem lies and hopefully get it fixed?

I am having the same problem... It also does it when I send via PHP script... I hope they fix it!

At present no email is getting out from the server from my account either, either composed in the web client (Roundcube) or using a forwarder. Roundcube reports that the mail is sent correctly but it isn't getting delivered. A trace on an email sent out from my web client looks like:
