Error 1040 and frontpage extensions failing

My website is getting my sql error 1040 to many connections,
phpmyadmin is getting the same error and frontpage exetnsions claim to be installed but expression web 3
can't access the site.

Frontpage still isn't working, mysql and phpmyadmin are working.
I tried unistalling and reinstalling frontpage extensions.
