ERROR: 403

Hi, I need to put on my forum SMF notice of cookies, since Spanish law requires it, I have activated the mod EUcookie for it but to use it and to put an external url me generates error 403 and a different hosting it works correctly. I guess I'll have to disable or enable mod_security url's.
