[ERROR] Can not open directory for URI: /!

My site was taken down for a suspected phisher, however, I appealed this and was successful (around one week). Since then however, whenever I try to access the site I get this error. I have moved all of my content from public_htrml_compromised back to public_html. That is all I have done since I have re-gained access to my site. Any insight would be greatly appreciated!

1. What are the permissions on public_html ?
2. What are the contents of .htaccess ?

Log onto the regular cPanel
Go to FileManager -- if you get a popup, check "show hidden files"
1. Contents of .htaccess: open file
2. Permissions of public_html : go up one level from public_html and check

Your permissions need to be 755 -- "public" (or "world") needs to be able to read and execute folders. "Execute", in the case of folders, means being able to use it to find the files that it contains. Your files need to have 644 permissions. (You don't actually execute PHP files if you're using them. What the server is executing is the PHP interpreter; your files are just being "read" as far as the system is concerned, but you need to be able to write them as well.)
