Error establishing a database connection

I've been having issues connecting to my site for the last two days and this "Error establishing a database connection" is what keeps coming up. I've tried removing the user from the database and re-adding the user with all privileges with no luck. I wanted to try this again today but now I seem to be having issues connecting to cPanel. Getting to cPanel works but its all generally slow loading and accessing phpmyadmin or my databases' isn't working at all. Any thoughts?

chopin and cossacks are "guinea pigs" for some things they are testing. One site I know won't even come up right now.

Your problem may or may not be related to that.

Day number 3 and my website is still down. At least now I can get to my databases and cPanel seems to be working some what faster too. Any word on the issue that's causing this?
