This either means that the username and password information in your wp-config.php file is incorrect or we can't contact the database server at localhost. This could mean your host's database server is down.

Are you sure you have the correct username and password?
Are you sure that you have typed the correct hostname?
Are you sure that the database server is running?
If you're unsure what these terms mean you should probably contact your host.

In order to use MySQL Database, you will need to create a Database and User and then 'Add' the user to the database with 'All Privledges'. The below wiki article links to two pages that should help you: How to create a MySQL Database and What the MySQL Information is:

It appears all users on the server 'Chopin' are experiencing this problem when trying to access cPanel. This is out of your control and you will need to wait for an administrator to fix this problem - this is not related to your individual disk space because of course it is unmetered.

As a side-effect it also appears MySQL is offline.
