Error executing Wordpress

Hi,

When I'm trying to access wordpress it's giving me an error saying

Service Unavailable
The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Folks at wordpress.org are saying it might be error because of mod_security.

Can you please help me on this issue?

...it's giving me an error saying

same for my account on x10hosting's free-hosting server xo3 - service unavailable error 503 - after I deleted my [ .htaccess ] file do to forbidden error 403
no files had changed for weeks - if not longer - until today - then I set a temp 'Hello World' html page - and deleted my [ .htaccess ] file - as a work-a-round for these errors

Got an email my site went down at 3am this morning; it's noon, and still down.

my alert was at 2016-05-01 07:01:27 UTC - it is now 16:25 UTC - and still down

looks like x10hosting made some mods on x10hosting's free-hosting server xo3 last night
