Error : Forbidden - You don't have permission to access

i installed wordpress few minutes ago and i wanted to change the look of my permalink and each time i try to do it , it show a page says :

You don't have permission to access /wp-admin/options-permalink.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

This is a common problem, and I believe it is to do with mod_security. Please open an official support ticket.
