Error installing ipb 2.3

When I open the installer... (index.html)
it says...

IPS Driver Error

There appears to be an error with the database.
You can try to refresh the page by clicking here​

Refresh doesn't do anything.

Can anyone help?

I made an application for my PHP to be upgraded.
How long does it usually take?

LOL! I'd suggest we go ahead and send his IP over to the script owners along with this post, and let his ISP deal with him.. RoadRunner wont find warez funny. Idiots are born everyday I guess.
