How can I edit the error pages?

I have made changes via the Control Panel and using the Error Pages Interface for the 404 Not Found as well as others, but this has not made a difference... any further advice?

Is there a way I can create a custom error page and upload it via FTP?

You can create any custom error page. Once your error page is uploaded to your website, modify the .htaccess file and add this line:

ErrorDocument 404 /404.php

The above example would work if you were modifying your 404 error page, and your custom error page was named 404.php and was in your public_html folder.
