do free accounts have error pages like the 404 error page disabled? I created a 404 error page via cpanel but my 404 is still the default x10hosting one.

No, the free accounts do not have the 404 pages disabled. You should be able to set a custom 404 page.

okay well i went into cpanel, went to error pages, clicked 404 error page and created one, hit save it said it saved successfully, so i went to my site and typed in a page that does not exist, like:
http://www.wbardesign.com/kujghkj.html
and the x10 page came up, not my error page.
Edit:
this is the page i created through cpanel, and the one that should show up:
http://wbardesign.com/404.shtml

Create a .htaccess file or edit your current one and put this in it.
ErrorDocument 404 /404.shtml
