facing trouble in submiting ite map

hi i am trying to submit my site map to google but i am receiving a message sayingURL restricted by robots.txt
We encountered an error while trying to access your Sitemap. Please ensure your Sitemap follows our guidelines and can be accessed at the location you provided and then resubmit. plz tell me how to solve this prob
