File does not exist...

Hello, i have uploaded a index.php and know its there in public_html but when i go to the home page it gives me the default cpanel page and when i try it with /index.php it gives me a "file does not exist".
any help?

There was an issue with your hosting account creation and it wasn't created correctly. Some configuration lines are missing.
We can re-create your hosting account if you agree. If we do this, all the things you've uploaded will be deleted, so if you have uploaded something it would be better to make a backup of it. If you don't want this I can manually fix the problem, but it will take more time.

Would this error in cpanel have anything to do with what your talking about?
