Filezilla & sql database

1) am unable to use Filzilla or log in using FTP, is this part of the free package?
2) So I am not wastin your time, I need to create a sql database, can I remote access this? this all I need for some learning purpose... I can't do this w/o cpanel I believe?

1. FTP is indeed supported. Make sure you're using the proper FTP client configuration.
2. Remote connections to the DBMSs aren't allowed.
