FormMail 403 Forbidden Error

I have uploaded a script called FormMail to the cgi-bin of my website host, however, when I submit the form on my websites contact page, I get a 403 forbidden error.

Steps I have taken to try to resolve this:
• Changed the permission of the FormMail.pl file to 755 (FormMail needs this permission);
• Changed the file extension to .cgi and .php; and
• Changed the file name to fmail.pl and fm.pl (Why? See here.)

I am at a loss as to what to do. I have tried every logical thing that came to my mind, but no result.

Perl and Python are NOT supported on x10hosting's free-hosting non-upgraded accounts

Currently the only CGI scripting language - which is officially supported on x10hosting's free-hosting accounts - is PHP
