Belgium are offering free top-level domains for free until 31st January 2006.
You'll get the domain for one year, where you may then pay the usual domain fee should you choose to keep the domain.
However you are not required to enter any credit card details so you just sign-up and get the domain, and you only need to give any such personal information once the year is up.
Obviously you need to give your house address and telephone number as you would any domain, to store on the whois database. As soon as you register the domain, the dns will be updated, and can be viewed at http://www.dns.be
On http://www.dns.be you will find a list of agents who provide this free registration service. However some are unreliable and you register the domain but you are never given any login details to it. The one I have successfully registered with can be found at http://www.gratisbe.be/ (yes, it's in Dutch, but its fairly easy to understand, try http://babelfish.altavista.com if you need some simple translation). You can then register your domain with them once you've created an account, and either forward an address or use your host's nameservers from the Manage area.
Domains are going fast as more and more people find out about this. Get yours whilst you can!
(Proof: http://acidchat.be although site is down at the moment because of this server cleanup business)
