Free email versus Premium email

Is the 200/day via SMTP limit different if I upgrade to Premium? With 190 users, one email to everyone kills my daily quota, so looking for somewhere around 600/day to be safe....

Yes, it is different. Transactional emails (notifications, confirmations, and so forth) are essentially unlimited, subject to fair play (which would simply mean that if your site is generating enough mail to interfere with other sites' mail, you'd probably be invited to tone it down or move to Infinty+). Bulk email (newsletters/promotions) is even permitted with prior approval, subject to CAN-SPAM provisions.
