Free Hosting "To Many Connections"

As you might see if you go here; http://www.creatable.x10.mx/ it says to many connections and when I click on PHPMyAdmin it goes to he login and when I try and login with the correct info or wrong info it just refreshes the page….What is wrong???

that would do to the shared data drive/SAN partition itself being full or nearly full on free-hosting server [ Absolut ]
